On My Honor.Timeless Values. The above photo is that of the makeshift memorial that was erected at during the Jamboree, and as far as I know, is still present. I can't forget where I was that day, and I never want to. The memorial isn't much, but it didn't have to be. We just wanted to have them remembered more than just 'another obituary in the paper'

Might as well give a bit of clarification.
The red plant in the center, represented the bond of Scouting, the one that continues even after death that ensures each of us is, regardless of state of being, bonded with one another.
The 4 white flowered plants (I honestly forget what they were) represented each of the 4 men killed.
The sand, the ground on which they stood.
The fence, to keep the ground hallowed for at least the rest of the Jamboree.

They should create a more permanent memorial

You don't get it. As much as a permanent memorial would be nice, I don't care about that and the memorial int he above photo is worth a h**l of a lot more than any memorial made from granite or stone or something.
Because that memorial came from an international bond, from the hearts, from what little extra material we had, not what cost $1,000 or $2,000 dollars.
No.
Whether that memorial is still there or not doesn't matter to me. Remember that saying, "A picture is worth more than a thousand words."? A thousand words couldn't even begin to summarize the contribution those 4 men made to society.

Mike, I'm going to quote something, that if I tried, I'd come nowhere close to saying well.
"Last night I attended the Community Celebration & Memorial for Jamboree Scout leaders at the Sullivan Arena. The Memorial honored Scout leaders Ronald Bitzer, Michael LaCroix, Scott Powell, and Michael Shibe who were killed in a tragic line-of-duty accident at the National Scout Jamboree in July. These men epitomized the values of Scouting. The program was appropriate and extremely well done. The tributes by the very diverse personalities of Senator Ted Stevens, Lt. Governor Loren Leman, and Mayor Mark Begich were truly moving and a credit to their offices."
